libesnacc-dev software package provides ASN.1 to C or C++ or IDL compiler, development files, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libesnacc-dev
libesnacc-dev is installed in your system.
Make ensure the libesnacc-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libesnacc-dev *
You will get with libesnacc-dev package name, version, architecture and description in a table
